While confirming that there had been an increment in allowances for the spouses of the President and the Vice-President, Mr Oppong Nkrumah emphasised that that was an approval given by the Seventh Parliament.

“The President does approve salaries and benefits for the Executive. Under Article 71, the First Lady and Second Lady are not office holders so no one can determine their benefits under that article.

“However, a committee only recommended that an arrangement for the spouses be made formal and that received approval from Parliament,” he indicated.https://googleads.g.doubleclick.net/pagead/ads?gdpr=0&client=ca-pub-1220784161199635&output=html&h=280&twa=1&slotname=3976749912&adk=1826142889&adf=70639872&pi=t.ma~as.3976749912&w=331&fwrn=7&fwrnh=100&lmt=1625569301&psa=0&format=331×280&url=https%3A%2F%2Fwww.graphic.com.gh%2Fnews%2Fgeneral-news%2Fparliament-approved-allowances-for-presidential-spouses-oppong-nkrumah.html%3Futm_medium%3DSocial%26utm_source%3DTwitter%23Echobox%3D1625563295&flash=0&fwr=0&rh=280&rw=331&sfro=1&wgl=1&uach=WyJBbmRyb2lkIiwiOSIsIiIsIkluZmluaXggWDY1MEIiLCI5MS4wLjQ0NzIuODgiLFtdLG51bGwsbnVsbCxudWxsXQ..&tt_state=W3siaXNzdWVyT3JpZ2luIjoiaHR0cHM6Ly9hZHNlcnZpY2UuZ29vZ2xlLmNvbSIsInN0YXRlIjo2fSx7Imlzc3Vlck9yaWdpbiI6Imh0dHBzOi8vYXR0ZXN0YXRpb24uYW5kcm9pZC5jb20iLCJzdGF0ZSI6N31d&dt=1625569297047&bpp=9&bdt=3691&idt=4495&shv=r20210630&ptt=9&saldr=aa&abxe=1&prev_fmts=360×300%2C160x600%2C331x280&correlator=4927287056253&frm=20&pv=1&ga_vid=1904584072.1614613060&ga_sid=1625569301&ga_hid=1789919453&ga_fc=0&u_tz=0&u_his=1&u_java=0&u_h=800&u_w=360&u_ah=800&u_aw=360&u_cd=24&u_nplug=0&u_nmime=0&adx=29&ady=1907&biw=360&bih=664&scr_x=0&scr_y=414&eid=42530672%2C182982100%2C182982300%2C21067496&oid=3&pvsid=529043570210704&pem=643&ref=https%3A%2F%2Ft.co%2F&eae=0&fc=896&brdim=0%2C0%2C0%2C0%2C360%2C0%2C360%2C720%2C360%2C720&vis=1&rsz=%7Co%7CpoeEbr%7C&abl=NS&pfx=0&fu=0&bc=31&ifi=4&uci=a!4&btvi=2&fsb=1&xpc=SJ0zchrE8E&p=https%3A//www.graphic.com.gh&dtd=4528

Precedent

Mr Oppong Nkrumah explained that an arrangement that was introduced by former President John Agyekum Kufuor during the start of his Presidency in 2000 had seen spouses of Presidents and Vice Presidents, since then, enjoy allowances, though there was no formal documentation to support that.

The allowances given the two ladies of the executive were considered as part of the privileges of the President and Vice President.

“President Kufuor, in his wisdom, instituted this because of the bad situations of some spouses of some former Heads of States then. Presidents Mills and Mahama even increased the rates of these benefits during their time.null

“The truth of the matter is that all surviving spouses of Heads of State, current and former, have always received salaries. Lordina Mahama, Naadu Mills, Matilda Amissah-Arthur, Nana Konadu Agyeman Rawlings, Faustina Acheampong, Fulera Liman etc have all been receiving salaries since President Kufuor’s time.

“What has happened now is that the arrangement has been made formal but that was done legally based on the recommendation by the Emoluments Committee,” the Information Minister emphasised.

Recommendation, approval

Mr Oppong Nkrumah further said the Emoluments Committee, set up in 2019 and chaired by Professor Yaa Ntiamoa-Baidu, as part of its recommendations, proposed that the allowances given to the spouses of the President and Vice President be formally included in the review of the entitlements for the executive.null

“That recommendation was then forwarded to the Seventh Parliament which then gave the approval and it is now to be implemented. It is, therefore, not true as it is being circulated that the President has approved of emoluments to the First Lady and Second Lady,” he stressed.

The Emolument Committee

The five-member committee was set up in June 2019 by President Akufo-Addo to make recommendations to him and to Parliament on the salaries and allowances payable, and the facilities and privileges available to article 71 office holders.

Under the chairmanship of Prof. Ntiamoa-Baidu and which also had former Majority Leader and former Minister of Parliamentary Affairs, Mr Abraham Ossei Aidooh, the Chief Executive of the Fair Wages and Salaries Commission, Dr Edward Kwapong, the current Director-General of the Internal Audit Agency, Dr Eric Oduro Osae, and a former Managing Director, Donewell Life Insurance Co. Ltd, Mrs Stella Segbawu, the committee had two terms of reference.

They were charged to make recommendations in respect of emoluments and other privileges for article 71 office holders, as specified under the Constitution; and also to examine any other relevant matter which the Committee deemed appropriate to its work.

Similar committee, set up in the past, were at various points chaired by Prof. Miranda Greenstreet, Mrs Mary Chinery-Hesse, Mr Ishmael Yamson, Prof. Marian Ewurama Addy, and Prof. Francisca Edu-Buandoh.

In inaugurating the Ntiamoa-Baidu Committee, President Akufo-Addo, then, urged them to bring to the table the work and include in their deliberations, the work and recommendations of those previous committees to be able to establish consistencies

Messi is likely to join Chelsea next summer – check out the details.

A report by The Sun states that representatives of Barcelona star Lionel Messi have ‘put the feelers out’ to Chelsea and Manchester United over a possible transfer in the coming window.

The Sun is a British tabloid newspaper. As a broadsheet, it was founded in 1964 as a successor to the Daily Herald.

Manchester City have also been contacted for Messi’s transfer. Any one among the three clubs who can pay him £500,000-a-week could seal the deal.

The Camp Nou Mafia is drawing an end to his impeccable campaign at Barcelona.

Having won a record six Ballon d’Or awards, a record six European Golden Shoes. He has won a club-record 35 trophies including ten La Liga titles, seven Copa del Rey titles and four UEFA Champions Leagues. He holds the records for most goals in La Liga with 474 in 520 appearances, most hat-tricks in La Liga, 36, and 8 in the UEFA Champions League. He has also the most assists in La Liga,192, a La Liga and European league season, 21. He has scored over 750 senior career goals for club and country, and has the most goals ever by a player for a single club.

The report from Sun adds that Roman Abramovich has ‘long dreamed of signing Messi’.

But could the 33-year-old stay at the end of the season? Speaking recently about Messi leaving the Catalan club, manager Ronald Koeman said he was ‘not concerned’ about it.

“For me, he has to finish his career here because he has been here all his life, but it is a decision that Leo has to make. I am not concerned at all. What may happen at the end of the season we will see, but today I am not worried.”

Could Messi join Chelsea?

There is no doubt about Messi’s abilities even at the age of 33. He continues to be at the top of his game and it is undeniable that he will make Chelsea a threatening side going forward.

Adding Messi to Chelsea’s formation next summer could mean a lot of things. The reason why we are much particular about his move to Stamford Bridge is after an underground checks that showed that Abramovich has showed a greater interest in the Agentine striker and is ready to bring him to London.

Akufo-Addo addresses Ghanaians tonight – will he be speaking on the Fix the country issues.

The President, Nana Addo Dankwa Akufo-Addo will address the nation at 8:00pm tonight Sunday, May 16, 2021, on matters pertaining to the management of the coronavirus pandemic in the country.

This will be his 25th national address on the subject since Ghana recorded its first two cases back in March 2020.

In his 24th address to the nation, he highlighted certain issues related to the coronavirus vaccine which is currently in use in the country. He urged citizens to refute all the conspiracy theories surrounding the vaccine.

“…I know there are still some who continue to express doubts about the vaccine, others have expressed reservations about its efficacy, with some taking sides with conspiracy theorists who believe the vaccine has been created to wipe out the African race. This is far from the truth. Our domestic regulatory agency, FDA, one of the most reputable in Africa and in the world, has certified the safe use of the vaccine. It will not do so if it had any reservations about the safety of the vaccine, and I have gone on record as saying that no vaccine will be deployed in the country for use without the express certification of the FDA.  Taking the vaccine will not alter your DNA, it will not embed a tracking device in your body, neither will it cause infertility in women or in men”.

He also stated that himself and some other prominent persons will lead the vaccination exercise so as the give me life line to people who may still doubt its efficacy.

“As your President, I want to assure you that the vaccine is safe. That is why tomorrow, on Monday, 1st March, ahead of the commencement of the vaccination programme on Tuesday, 2nd March, my wife the First Lady, the Vice President, his wife the Second Lady, and I will take the vaccine publicly at two (2) health facilities in Accra. Key public officials such as the Speaker and Members of Parliament, the Chief Justice and Justices of the Superior Court of Judicature, Chairperson and Members of the Council of State, the Chief of Staff and senior officials at the Office of the President, and prominent personalities like some Eminent Clergy, the National Chief Imam, the Asantehene, the Ga Mantse, and some media practitioners will also, on Tuesday, take the jab publicly. This is being done because the vaccine will help protect us against the impact of COVID-19 on our health. It is also a major catalyst to restoring livelihoods and the national economy to the robust level it belongs”.

Currently, the country has so far vaccinated over 800,000 persons against the virus, according to the Ghana Health Service.

EXPECTATIONS

In tonight’s address, the President is expected to brief the nation on measures taken to procure the remaining vaccines to cater for the remaining 19 million Ghanaians. He assured the country that the exercise is grared towards 20 million citizens.

Ghanaians will also be expecting the President to ease some of the restrictions posed by the coronavirus.

If you want to live long, don’t go close to a married woman.”
